About Bill R.
Phillips
Bill R. Phillips brings to the table of any organization
more than three decades of successful strategic planning in government
relations, public policy issues,
crisis management, and communications.
Phillips has served in major management
roles at the local, state, and federal levels; both in and outside
of government. In addition to being a veteran of
multiple political campaigns and organizations at every level, he has managed
organizations and served as senior advisor to elected and appointed officials
across the nation as well as internationally.
An accomplished manager and strategist,
Phillips has earned a reputation as an outstanding negotiator,
communicator, and leader. He also has conducted numerous
training seminars in the United States as well as in Europe, the Mid-East, the
Caribbean, and Africa. He also has represented the United States on international
exchanges to Taiwan and Israel.
His front-line experience includes political
campaign manager, press secretary, chief of staff to a governor,
chief of
staff of the Republican National Committee,
and chief of staff/counselor to the Secretary of the U.S. Department of Education,
manager of the 1988 Republican National Convention, deputy director of the U.S.
Office of Personnel Management in the administration of President George H.W.
Bush and assistant campaign manager of the President’s re-election.
Most
recently he served as Deputy Mayor of Nashville, Tennessee. He also was previously
associate vice chancellor for University Relations of Vanderbilt University
where he also was a visiting professional scholar at the First Amendment Center
where he co-authored the book, “Nothing Sacred.” Prior to political
and government service Phillips was a newspaper political reporter, editor,
and columnist in California and Nevada. He was a member of the writing team
that
won a Pulitzer Prize for the Nevada State Journal.
Not only is Phillips viewed
as a solid manager and operations officer, he also is recognized for his
expertise in bringing consensus to groups and maneuvering
issues through complex processes as well as expanding and building an organization’s
relationships.
Phillips has been involved in a number of international training
missions in Taiwan, Israel, Grenada, Russia, Liberia, Jordan (where he
trained Iraqi
government
officials), and most recently as an international election observer in
Republic of Georgia.
A native Texan, he is a Vietnam veteran
where he served on Advisory Team 1 of MACV. He and his wife,
Candy,
reside in Brentwood, Tennessee.
